Jeffrey has spent most of his adult life working in the organized labor arena in general, while primarily holding executive and administrative positions with Local 291 in Miami.
Under Jeffrey’s watch and tenure, Local 291 grew immensely over time in virtually every important aspect, and has been recognized as one of the strongest labor organizations in South Florida

The Mitchell - D'Elia Administration Achievement # 1
- We sued the County to force the agency to give our Bargaining Unit Personal Protective Equipment.
- Electronic Virus killing filters installed on the busses and retrofits for the trains.
The Mitchell - D'Elia Administration Achievement # 2
- We settled our Collective Bargaining Ageement and got back in the rotation for Bargaining on time.
- We are currently negotiating the next contract.

- We worked hard to get the respect of the local back and mapped out a plan to regain our routes through elevating training class numbers to boost manpower.
- As our numbers increase, routes will come back.

- We worked with management to improve safety on busses and Trains, examples, stepped up police presence and undercover details.

- We got on the table assurances that accidentally missing a passenger on will not be an automatic appearance before the Director.

- We got on the table the issue of stabilizing Track and Guide-way and it's below the national average pay.

- We got the agency to Hire full-time v.s. part time to attract better recruits and this opened the door for us to request that the entire pay range be adjusted start to top pay.

AS PRESIDENT I VOW TO:

Increase starting pay
Fight to make Bus Operators be hired full time and increase starting pay, adjust the
salaries through the range and increase the pay range at the top to the national average.

Train Operators
Bus Operators should be promoted to Train Operators and the salary should be adjusted to reflect that through raising the top end of the pay range to the national average.

Negotiate all job certifications
Negotiate all job certifications required to do the job at the Bus, Rail and Facilities to
be placed in the CBA and require retro pay to the date of certification.

Overhaul of all underpaid classifications
Negotiate the overhaul of all underpaid classifications in the Track and Guideway
Division to meet the industry standards nationwide.

New P.A.C.E. program
Negotiate a new P.A.C.E. program for attendance.

Build a new union facility
Build a new union facility that will focus on office space, hall and workforce housing. (multi-use) Presently being planned and discussed with a land
owner and architect.
